Cities: Skylines is a fantastic city-building game. Playing mayor and building the city of your dreams is such fun. Since the base game was released in 2015, many DLCs and Content creator Packs (CCP) have been released that add to the base game.
Content Creator Packs (ccp) add a series of new buildings to your cityscape. They also add unique structures, and service buildings, new residential and commercial styles that will give your city a brand-new feel.
Which is the Best to Buy
Did you know that most creator packs were developed by Colossal Order with the help of the incredible members of the Cities: Skylines community, the modders? Colossal Order’s proceeds from selling the packs are shared with the modder who designed the content pack.
If you are new to the game and want to know the best DLC to buy. I’ve already listed the Cities: Skylines Best DLC as recommendations which can be found here.
However, which CCP will benefit your gameplay and make your city where everyone wants to live? Have you bought Cities: Skylines and want to add content to the game? You’ll need our Content Creator best-to-buy guide. The packs are ranked from sixteen to one, with one being the best to buy. Let’s get started!
Content Creator Pack: Art Deco 16
Released in 2016, the Art Deco content creator pack adds to your city’s style with a collection of new buildings. This pack is from one of the top modders, Matt “Shroomblaze” Crux. Matt has designed a series of Deco-inspired buildings exclusive to this pack. The pack includes six residential buildings, six commercial buildings, and three unique buildings.
The art deco buildings are pretty and serve to add a new look to your city’s residential areas. It also adds such structures as a Central Hotel, Chirpcinema, Icecream Parlour, Laundromat, Radio Station and the Starlight Hotel. The Art Deco pack is quite nice to have, but it’s not a necessity.
Content Creator Pack: University City 15
The University City ccp, designed by Michael “KingLeno” Warren, adds thirty-six low-density residential buildings. In addition, there are thirty-two low-density commercial buildings and fifteen props. The props include commercial signs and logos to reflect the student residents in your neighbourhood.
Some of the buildings in the pack are great, especially the selection of commercials. However, the residential buildings do not come with a built-in theme. So you can’t use the district zoning to have a complete block of University residential buildings. There is a workaround using the Plopable RICO mod from the workshop, but the residential buildings will appear randomly in the vanilla game.
Content Creator Pack: High-Tech Buildings 14
With the High-Tech buildings pack, you can bring your city into the future with a new set of unique buildings. In addition, ten new unique buildings and five technologically advanced city service buildings will prepare your town for a better tomorrow.
The high-tech pack by Mauro “GCVos” Vos adds five service buildings: a Cryopreservatory, Faculty, Intelligence Agency, Medical Laboratory and Wave Power Plant.
Some unique buildings are a Biodome, an Electric Car Factory, and a Nanotechnology Center. However, most facilities exist purely to add variety and aesthetics to your cityscape. Though the pack does include a couple of new utilities with functionality, it also pairs well with the Green Cities DLC.
Content Creator Pack: Modern City Center 13
Designed by Jason “AmiPolizeiFunk” Ditmars, the Modern City Center pack adds thirty-nine unique models featuring new modern commercial wall-to-wall buildings, often found in city centres. It also has semi-transparent glass barriers and awnings, allowing both modders and builders alike to create amazing new cities.
For players who like a bit more variety in their city, this is a good content pack, especially for a city centre. But otherwise, it is not required, nor does it change gameplay beyond aesthetics.
Content Creator Pack: Africa in Miniature 12
Africa In Miniature: offers a new world of possibilities set in the African Continent. The first Content Creator Pack from long-time Cities fan, 3D Artist Setonji Prince Set Hotonu, allows you to explore Africa’s exceptionally diverse architecture, vibrant colours, and unique urban mix.
This pack has 11 unique buildings, two monuments, four service buildings, nine growable buildings, and two props.
There is an Eco City Market and a large Conference centre along with other unique buildings such as Orumila Towers, Royal Museum and Sanctum of Oduduwa. The buildings in the pack are well designed, and the addition of the conference centre is excellent. However, while I like Africa in Miniature Pack, it isn’t a must-have content creator pack. The design of the buildings will be down to personal choice if you like them or not. You can read our preview here.
Content Creator Pack: Vehicles of the World 11
Vehicles of the World, designed by bsquiklehausena adds a set of twenty-one new vehicle assets from around the globe. With this pack, you can fill the streets of your cities with iconic service vehicles, like a Police Supercar, Two garbage trucks, Four buses and more.
Vehicles of the world is a helpful pack as the vehicles give you more options when choosing a service for your city. The different cars in the pack, such as buses and metros, have various capacity sizes. Helping you pick the right vehicle for the job and introducing the 70-passenger Bendy Bus.
Content Creator Pack: Modern Japan 10
Modern Japan, designed by Ryuichi Kaminogi, introduces a unique flair inspired by Japanese architecture with twenty buildings and six props. These were the first Japanese buildings to be added to Cities: Skylines. Furthermore, this pack adds ornate-modelled buildings ranging from impressive skyscrapers to cosy Udon and Ramen shops.
This is a great content creator pack if you like Japanese infrastructure. However, despite this being a great pack, you can’t zone the buildings into your city. Instead, you must use a mod (Plopable RICO) and manually plop the buildings down on the map.
Content Creator Pack: Seaside Resorts 9
If you want to create your own vintage beach resort, the CCP Seaside Resorts by Gèze is the one for you. The 19th-century-inspired Seaside Resorts will add a stylish flair to your city.
The pack contains twenty-nine beautiful buildings, including, Historical landmarks from the early 1900s based on various locations around the United States of America. A Local library, police and fire services and an authentic historical train station.
I love the old-world building styles in this pack; they make a perfect seafront resort. While you get new service buildings in the collection, this pack is really down to personal taste and whether you would use the buildings in your city.
Content Creator Pack: European Suburbia 8
Content Creator Samantha “Avanya” Woods, European suburbia pack, brings the suburban fantasy of Europe to city builders worldwide. You can expand your city with eighty new unique residential buildings and props, straight from modder Samantha “Avanya” Woods, inspired by European cities, including England, Germany, Sweden, Denmark and the Netherlands.
I like the buildings in this pack and use them all the time in the zoned district residential areas. It is an excellent addition to the game and gives my cities the European feeling and looks I want them to have.
Content Creator Pack: Bridges & Piers 7
Content creator Andrés “Armesto” Cortiña, Bridges & Piers, brings unique assets ranging from simple to ornate, enhancing and elevating your waterfronts. For example, using this pack, you can construct a tourist seafront with walkable quays, and they help shape a wharf.
This pack would only appeal to players who like to make their cities’ waterfront stand out. I like the collection, but I enjoy decorating areas where the water meets the land, so I use the Piers in nearly every build. Its also great for adding walkability to your cims, which means less traffic on the roads.
Content Creator Pack: Heart of Korea 6
You get South Korean-inspired buildings with the Heart of Korea CCP by Content Creator Elvis. There are twenty-nine growable low-density residential, seventeen growable high-density commercials, six service buildings and eight unique buildings. A total of sixty access in all give you the freedom to develop a Korean suburb.
I recently previewed the CCP Heart of Korea, and I like the style of the residential buildings, but they only hold a few residents, which is a drawback. It adds a flavour of the east to your city, especially if you place them with the Japan ccp pack.
Content Creator Pack: Mid-Century Modern 5
The modernist mid-century buildings by REV0 in this pack give you a new way to customize your city, including classic one-story homes, roadside restaurants and hotels.
Mid-Century Modern is a CCP of a whopping 147 residential growable buildings for your unique city. In addition, the package includes a district style for growables, three Hotels and two restaurants, and thirty-plus additional decorations such as fences, furniture, yard decorations and Car Ports.
This CCP has a considerable amount of content. It gives you an entire set of growable and cool poppable buildings. I love the residential homes with pools and carports. It brings a whole new look to areas in your city.
Content Creator Pack: Shopping Malls 4
Shopping Malls by community modder KingLeno can bring your shopping experience to the next level, adding a variety of shopping malls to your City. This content creator pack offers over 60 assets, including department stores, shopping plazas, and fast food restaurants to populate your Shopping areas.
At long last, we can build dedicated shopping areas in our cities. This pack includes four unique buildings: a Shopping Plaza, Large Grocery Stores, Medium Grocery Stores, and a Mall of Marvels, a massive shopping centre taking up a large footprint on the map. It’s probably the largest building in the game now. Check out our peview here.
Content Creator Pack: Train Stations 3
The Train Stations CCP by BadPeanut, adds dual/island/bypass variations for elevated and sunken metro stations. In addition, there are ground and elevated railway stations, resulting in a total of twelve stations with an additional four hub stations.
This is a must-have pack; it helps to enhance your transport network with modern-looking stations. Secondly, if you have the Sunset Harbor and Mass Transit DLCs, the content in the Train Station pack is a perfect match.
Content Creator Pack: Skyscrapers 2
Skyscrapers Content Creator pack by Feindbold is a much-needed addtion to the Cities: Skylines base game. There are twenty-four unique skyscrapers to increase the height of your downtown skyline. In addtion, the buildings are inspired by iconic buildings worldwide.
Furthermore, four buildings reach more than 200m and are inspired by iconic structures from the late 1900s. There are ten skyscrapers from countries across the continent, including Europe, Asia, Australia, Africa, and South America.
Skyscrapers is another content creator pack I recently previewed. It sure adds height to your city’s downtown area. Some of the buildings come in various sizes. For players who only play vanilla with the base game, this is a must-have CCP.
Content Creator Pack: Sports Venues 1
Sports Venues, a Content Creator Pack by community modder BadPeanut. From unique stadiums to community sports parks, this Content Creator Pack has everything you need to satisfy your City’s needs for sports!
This pack has a mixture of different-sized sports facilities. There are six large unique stadiums for football, baseball, and American football. In addition, there are six mid-sized unique stadiums and ten Community sports parks. The community sports parks can be placed anywhere in your City as they are much smaller. You can read our peview here.
